I, tonyotag, am NOT a civil engineer or any kind of engineer. This opinion is only on the experience from childhood (playing with a water hose with sand, and a physics class I took in college. Overall, I think the idea expressed below could work.
Type of soil to work in is Sandy or Silty soils. Clay soil might not work too well with the following method. Loamy or organic matter soil might work well with this method. Just depends on how compact the riverbed/soil/shoreline is.
Quicksand is sand (or soil) that has just enough liquid so that friction between the grains are reduced or eliminated; thus, allowing a mass to fall through the liquidly sand and sink. If my preliminary research is correct, the sandy soil and subsoils of the Suez Canal could be used as an advantage rather than a hinderance in freeing the Evergreen ship Ever Given.
Pipes and tubes could be inserted into the ground under the ship, maybe in a shallow manner, with small holes near the exit of the tubing's. Water pumped into the tubes/pipes then can blast the soil/riverbed into a quicksand like mixture to reduce or eliminate friction of the earth on the ship. Therefore, releasing the ship back into the canal for travel to port.
The ship should, have tugboats pull the ship back, have reverse thrust engaged. Any method to push the ship from the shore back into the canal should be used as well.
Water/fluid used is from the canal itself.
Risks:
- does not work, must dig out ship as currently being done.
- works too well, the ship starts to sink into the shoreline. In this case, the ship should release any ballast; AND the water flow into the pipes should be reduced to increase shoreline/earth friction and support. Worst case, the ship is now further imbedded into the earth, oops. Ballast should be moved to the rear of the ship to make the front of the ship lighter as possible.
- Damage to hull/ship. The ship is damaged by the quicksand, but the ship is still freed; it worked, just move on. the world economy is depending upon it.
Note on image below for fulcrum point. The fulcrum point is not the point where the ship could sink or rise, it is where the point should be used for lateral pushing or pulling from starboard or port sides of the ship by the tugboats.

**I am a no, Washington DC (WDC) does not need to be a state. Any residents/neighborhoods should be able to drive into WDC for work; and, such neighborhoods can go back to their respective states for the laws that should rightly govern them. The only residence that should not go back to the the state are federally owned buildings (like the White House.)
Why, because the three branches of government (more notably the executive and legislative, can abuse each other if there was a disagreement; thus, create bad stresses over policy at the time, rather than the ballot box where such disagreements belong.
Such policy stems back to capital cities of European nations where the executive branch (or royalty) would intimidate the legislative branch (parliament) for the sake a new law to be passed (by the ways of intimidation such as arresting legislators or vice versa, legislators inciting riots on to the executive branch. The judicial branch would be more of a rag doll of intimidation as the justices would not be the intimidators, just justices ruling on the bench. Overall, WDC is best to rule itself with congressional members, remain federally neutral ground, and above all a control for the rest of the nation. The amount of land occupied can grow to the constitutionally largest size allowed; and such real estate can shrink per prescription of contemporary means by giving the ruling rights back to states of where the land came. (Currently only Maryland would gain neighborhoods as all Virginia neighborhoods went back to the south per the American Civil War from WDC.)

"a targeted percentage" is just jargon for a set percentage of outstanding (tradeable) shares that the company's shares can be traded for short selling purposes.
For example: if the government policy was 80% of outstanding shares can be shorted then if a company had 100,000 outstanding shares in the market then 80,000 shares (maximum) can be of short interest at any time
This policy ensures there is a base price to the shares instead of being shorted out of existence (over 100% of shares outstanding, that is what happened to GameStop. GameStop got lucky when buyers came and bought the stock out of the huge short interest that was depressing the stock.)
