As far as I know, the "old guard" is jealous they will not survive the next 100 years. They are just digging up old rivalries among their boarders. Vietnam-China war 2.0 is possible if there is boarder spill-over from Taiwan controversy and/or China Sea controversy. China and Vietnam have not always been friendly throughout history. Laos has also been annoyed by China's aggression with Chinese police within their boarders. India has also been annoyed with skirmishes for land boarder disputes with China.

Overall, I really wish Russia would stop this silliness. It is only opening up salted wounds for the sake of "old guard" arms sales. (Additionally, in 2013-2014 there were factions in Eastern Ukraine that was not pleased with Kiev's policies and wanted to break away to Russia; it just smells like there might be a bribery artist sparking wars for the sake of maintaining trade power where possible.
