Trump's Army againt the Gang of 8 is already part of Executive Branch?

Additionally, is Trump already using FBI, ICE, and other executive branch departments; why are they helping Trump when they are suppose to be neutral in political races? Is Obama or a neo-con (of any political persuasion) against a certian idea that the "gang of 8" represents?
