In principal: Congress has the power to print or retract the money supply (Enumerated Powers (Article I, Section 8)). 

It is thought to be legal (and probably confirmed by the supreme court) that Congress can delegate by legal action (passing a bill) to create a monetary authority. In our case from and of history it is the Federal Reserve. I would gladly pay a higher interest rate for the sake of human rights. For the sake of me to have rights. Why is there always a war or concern to allow others to have rights when there is no wrong? Is redressing the government a sin? Are the rights to bear arms or a jury trial under attack? I ask because it seems that is what politics deems necessary these days. I am sorry, but there is not much more to the bottom; and we are going to have to work harder AND smarter. 

Taking away rights is a tax upon the human capabilities of self governance; let alone the diplomatic skills we may need after this lifetime. I am lucky to be American; but not lucky enough to be able to do what I know that can be done on the fiscal/political side of this argument. (And yes, many problems Americans have today are fiscal policy, not monetary policy side.)
