On a further note; this might be astronaut food. Freeze drying was used for some foods for NASA missions. Also, food science is a thing and you can learn more about binders; some oils and other chemicals (besides water) are preservatives (shelf life stabilizers) and help keep the dry taste away (even if the "kibble" has high bread content.)
