*Maybe "time travel" is more about getting things. Like a treasure hunt of some kind. Maybe viewing what another choice could have been?
Maybe the next best thing is to simulate the time travel. Imagine a company making an android body that you can "log-in" to then control it form afar. Imagine a craft sent on a one way trip that is Artificial intelligent controlled with quantum computer port access. It can heal/remake itself or another part of the ship.
Back in this reality, you go on your computer and log-into your android-body in the other ship and turn it on. The delay is minimal, the quantum computer link has little lag (maybe a second or two.) It can go into a small shuttle like spacecraft and go to our reality of earth.
On this reality the remote controlled android can visit. If it is destroyed, maybe an insurance claim is made for the (visiting) human controlling it on the other earth. So, maybe the aliens we see, if not all of them, are just that androids.
The limitations they are told, are to not crash OR lose connection with the android; thus it can be used by another.
We are considered to them, local flora or fauna, and can only be observed and not messed with.
Other visitors (not-of-earth-origin) do visit and do innocent observations or malicious things, but are not the majority of visitors.
Now lets say one of these things crash into earth (our earth not theirs.) Then it is possible that our military or department of defense (and/or of any nation) took the technology and copied it. We think they are aliens; they might as well be the possibility of time-space, hyperdimensional travel androids of a species that is....human; for all that we know.
The same analogy can work with vast distances in our universe.
