Congress Must Regulate Pentagon and Pentagon must write-down the Bonuses

In Accounting, a write-down is that the host or organization must take the expense. The Pentagon Brass and Auditors must take this as a write down; not harass Active or Retired duty Armed Services employees (solders) about repaying a "bonus" that the then politician did to them. Let them keep the money for doing their job of protecting the Constitution of the United States!
