Mediocre War = An undeclared war fought by both warring factions in a country that is foreign to both parties. Usually a mediocre war is fought due to greed or some kind of aspect of dispute for resources rather than the underlying political cause. The war becomes hot if and only if is officially declared in either country diplomatically.
Why the word "mediocre?"
it is not a cold war due to both factions do not want to not be friends. Maybe frenemies? In this case both Russia and the USA wants to build a pipeline for resources, but refuse to tell their populations what the reason is as well as disturbing the peace by telling the truth to the people.
(There is no crime in war; war is just all is fair until something unexpected happens that makes one side or both sides lose. Think of the old time phrase: All is fair in love a war.)
