Why the crackdown, because riots do not purchase the things that governments want investors for. Riots destroy things; protesters have a different portfolio agenda AND the other portfolio does not like the demand (or supply) that the protesters want. Therefore the goverment will always go towards the larger tax base or favors that the "other" portfolio wants. Tyranny always starts with one of the seven deadly sins; money is a tool for greed to use to enslave human. Only pirates will think this way as to take over a planet.
Remember that pirates are watching from space and other dimensions to take what you have: life, liberty, and the pursuit of happiness.
