How Would A Libertarian Solve The Pandemic Crisis?

*Banks are a special entity that does not fully compare to production and service oriented corporations. Money or "corporate welfare" for banks are leveraged for lending. Granted I would have wanted in the bill no golden parachutes (or just impaired parachutes for all corporations' executive and board level members.) I am for an emergency UBI beyond what was already passed in congress recently; additionally, if there are negative interest rates, why not just give the people the money directly from the Fed Reserve? Keep rates slightly above zero and the Federal Reserve with IRS help place money into US citizens' bank accounts.
