lower interest rates means governments should give all their citizens the money (universal basic income;) however, the corrupt political class and uncaring wealthy will just write checks to themselves.
Universal Basic Income should be an additional tool for the idea of a central bank. (Money only given to citizens that the Central Bank works for, UBI only as like a negative interest rate, and all other tools exhausted.)
