**I am a no, Washington DC (WDC) does not need to be a state. Any residents/neighborhoods should be able to drive into WDC for work; and, such neighborhoods can go back to their respective states for the laws that should rightly govern them. The only residence that should not go back to the the state are federally owned buildings (like the White House.)
Why, because the three branches of government (more notably the executive and legislative, can abuse each other if there was a disagreement; thus, create bad stresses over policy at the time, rather than the ballot box where such disagreements belong.
Such policy stems back to capital cities of European nations where the executive branch (or royalty) would intimidate the legislative branch (parliament) for the sake a new law to be passed (by the ways of intimidation such as arresting legislators or vice versa, legislators inciting riots on to the executive branch. The judicial branch would be more of a rag doll of intimidation as the justices would not be the intimidators, just justices ruling on the bench. Overall, WDC is best to rule itself with congressional members, remain federally neutral ground, and above all a control for the rest of the nation. The amount of land occupied can grow to the constitutionally largest size allowed; and such real estate can shrink per prescription of contemporary means by giving the ruling rights back to states of where the land came. (Currently only Maryland would gain neighborhoods as all Virginia neighborhoods went back to the south per the American Civil War from WDC.)
