I have seen a lot of history channel and UFO specials to know that the phenomenon has been happening way before World War I. There had to be contact somewhere in that timeframe. Sure Nuclear weapons might have been a greater concern for anything that wanted to have diplomatic relations with the human race. On top of that, plenty of scientists and laboratories are more hidden due to the nature of making arms (weapons) as technological advantage in warfare is always an advantage for dominance. This is my suspicion due to biblical and contemporary stories of the 1700-1800's.
