*Dr. Greer's hypothesis and experience is related to earth bound technology that has not been made public. The only question is who controls the technology? It is possible that multiple programs in the government, foreign, or private entity has a base of operations (or laboratory) and is making themselves to be "alien" to evade being noticed of do such things as described in the document release video mentioned above.
