*The protesters did have a plan, at worst it was excited tourists with trump paraphernalia and a few bad apples: like taking a dump on Pelosi's desk or breaking a window. Nevertheless, it could have been instigated by police anyway for the exact motive of making trump look bad for the sake of making sure there was funding and/or political favorability (police union, paranoia, establishment favors?)
