This is an attempt by the CIA or a private organization (NGO) to have politicians fight an internal organization (the CIA) of what has been done since 2003. Keep in mind that both bush's (presidencies) have affected UFO/UAP (or trans-dimensional or trans-temporal) diplomatic relations or warfare. 

Also, keep in mind that UFO/UAP collection has always been done since at least the late 1800's by at least archaeological digs (not a typo.)

Politics is more fragmented than the left-right political paradigm would have you believe. What makes you think that some rich dude in the 1970's (or earlier) would not have figured that out and take UFO/UAPs as a way to threaten politically important people to begin with? All it takes is a non-earth laboratory somewhere to have the effect (yes, think laser beam on the moon like Austin Powers' Dr. Evil.)  

Other countries (NATO and non-NATO) have parts and pieces of the UFO/UAP hidden history puzzle. 

"pentagon cannot pass an audit" equals security is very high and movements must be done in order to complete the mission. The real question is what is the mission? is it to conceal or is it to convert? conceal the truth while the population of the county or the world is converted to a goal? what goal? What is the purpose to succeed an audit during certain years and fail the others? is that a covert signal?
