*private enterprise can become a state. There will be no lack of "government" because of human nature to the want to govern others. Governing others is governance. A policy of saying to others that there is no policy is a policy. Absence of policy is a policy. Quality of governance relative to the many variables of society is the effect of said governance (before a new management or after.) Management of others is itself a science and applies here. Conflict can arise when there are differences in opinion. So get rid of opinion by manipulating fact? [Both sides suck because both sides are doing this for the sake of selling the same agenda.] People build habits to the most benefit of their own lives. Manipulate the benefits, manipulate the people; this principal is part of any management structure. This is self evident in history as a prisoner's dilemma. Managers accidently create prisoner's dilemmas all the time. What opinion or management is to eliminate this dilemma? Worshiping capital (capitalism?) There is a demonic trick among us humans; tread carefully.
