Price movement Difference

Price difference between Oil and Gasoline tells me that the refineries have a basis lag  between price output and input

OR

They are gaming the system by blocking new refinery creation/building; therefore increaseing the gap between oil and gas price. \

Otherwise, it is still a fossil fuel
