If there is a fee for carbon; then the carbon will have labor charges for paper exchange (money and loan and asset agreements) then those people will be the carbon barons who will levy taxes on every single thing in the world made of carbon. If you start a fire or light a fart, you will pay a tax on your carbon.
An income tax is already a carbon tax; the higher the income and the higher the consumption, the higher the taxed monies should be used to clean up the environment. The Sales tax is already a carbon tax, the more you buy the more you owe.
(Is carbon spiritually dark? Has it always been that way?)
A carbon tax will also increase land values as part of plant material equals carbon sink.
