The Innovation problem is how the military industrial complex and the Armed Forces of the western world want to make sure that certain inventions are not free to the people that they are sought to protect. Since that same time period what this economist was speaking of is the same time period when the Pentagon was able to always be able to censor a patent and when patented. Capitalism works if and only if when people are able to freely publish their inventions and allow such inventions to be used by all.
