This is an example of social engineering combating social engineering. It cannot last, it cannot win the world. It is not a sane thing to do when the principle behaviors are ingrained at a school (K-12) age of what to do when a "too good to be true" call comes in. Answering the phone with skepticism is not a book trait, it is a learned trait that must be taught to combat bad phone consumer behavior.
Why control the phone lines? to increase their own call center's profitability rather than the scammers or other legitimate startups that want to be more profitable.
The scam is that I have heard that the foreign companies that are doing the scamming are owned by Americans to pollute the phone lines with bad calls. Why not, social engineering is a marketer's objective.
