I work in a business that does not allow 3 consecutive days off unless paid time off is used. The reason, the job has many detractors with low pay. Why not have more days off? The employee is using the employer for money and time to upgrade their resume to leave the job, thus created a war-of-attrition. If employee leave job then who will do the work? If employee gets hired for something else, then who else will do the work? "I, as a business owner, do not want to hire more people; because, I want to earn that extra money that the employee currently earns for me now; not the next marginal employee that might demand more."
Yes, business owners do hire 1099 contract employment consultants to figure out the best way to manipulate the employment contract and employment environment to minimize employment expenses. Not necessary stakeholder or community utility (economic definition.)
