**More precisely?: There is an organization that has portrayed itself as a criminal and treasonous; furthermore, the culture of this organization are pirates of social systems. They hide in a public-private quasi system because of grayness of law. If the law is too gray, then their defense would be (at least one defense), we did not know we were suppose to (not) do that.
