[I, tonyotag, began to write this about 2-4 weeks ago (near beginning of October 2019, when these events were happening. [If you see caps with "EDIT" then it is information primary after the main portion is written.]]
For all of antiquity, a safe haven of money and wealth where it is placed into good use is important and was and still is sought after by humankind. The current system today is only a way to part the wealth into a shell game of who has what when and who gets what when. Such investments in the past are and were safe such as nation states that would "reinvest" the money into society and the circulation of money would provide a pacifier for the advancement of the citizens the goverment oversees (to watch over.) Likewise, this plan itself is now a target to apprehend as a way to claim a goverment as an asset. (Governments original intent is a long story; overall, it is a trade between the makers and the protectors for an armistice from violence from one another. Both political parties represent the microcosm worldwide of this trade.)
Overall, the duties and plan for an investment's portfolio's returns are itself a maintenance fee. Such fee should be of existence of all portfolios (of large and small) and that does include national states, the Earth (or planet,) solar system, galaxy, universe, etc... Therefore, any method to remove the productive components from receiving the surplus produced is itself a way to define slavery of any portfolio. Summarize the idea that a person, firm, or country is itself a portfolio; thus, how to take the means of production away from the people (individually or collectively) as long as they think they are receiving the benefits of such production. That is the threat that humanity faces.
Where is this threat? Is it space pirates (they have a moon.) Is it a person with great power like the president (as of Trump it is of indebtedness to pull his strings as a puppet?) Is it a private consortium of people or families that are bent to rule the world (most probable with estates and probate trusts.) Of these questions, it is my conclusion that the financial terrorism and bankruptcy of America is afoot to subjugate Americans (as well as the world population into sub-servitude to servants of a larger and more aggressive trans-national organization.)
The evidence is not strong, I must admit; however consider the following scenario:
President Trump at this moment is evacuating Syria and leaving behind real estate that could have been developed by natives of the region instead of the imperial nature of nation states will have the likelihood to rape and pillage the region via slavery like tactics of socialist home-nation propaganda (think Turkey or Syria.)
Why recall the troops? Because of the nature of the homeland politics that America has been led into by decades of post world war two imperial energy hunting (such as fossil fuels.) Secondly, the troops are negotiable collateral for civil war that can develop over the nature of capital controls of central banking, paranoia, and domestic affairs. Such as been contemplated before in revelations of the bible, alternative theories of the internet, et cetera... [EDIT: IT SEEMS AS IF IT IS HAPPENING TODAY WITH BOOING THE PRESIDENT OF THE UNITED STATES AT VARIOUS EVENTS]
The most important thing to understand is that the fundamental nature of the American constitution is the target of change; and it is up to the protectors of that constitution that we must as Americans to protect the central tenants of such rights: the bill of rights.* The manner that is possible that this is to down is this:

The president is impeached and the senate fails to throw the president out by 1 or 2 votes per the information that comes out. The information that does come out to the public will further reduce Trump's poll numbers and election 2020 will be a nail biter due to many republican state governments not wanting to lose power in Washington DC. [EDIT: THE RECENT KENTUCKY ELECTION RESULTS HELPS ALLEVIATE THIS ISSUE, BUT IT IS NOT OFF THE TABLE.]
The economy muddles due to Federal Reserve intervention of buying assets and ordering money per printing. Growth is less than 1 or 1.5 percent but gross domestic product (GDP) is not shrinking either. Such low growth is blamed on the current generation (millennials) but this is false as the economy is too dynamic to pass this blame on for.
Trade routes to America are slowly cut off (hence the low GDP stated above) due to trade war tensions. Such tensions are generated because of domestication of production instead of specialization of production by country. Countries only wanted to pass the buck of production due to pollution or other negative effects but since the Earth is a commons the tragedy is only just beginning (tragedy of the commons on a global scale due to pollution.) [EDIT: THIS ISSUE IS ALSO WANING, DUE TO A POSSIBLE TRUMP-CHINA DEAL IN THE WORKS AS I WRITE THIS. IT IS POSSIBLE THAT HUMANITY COULD STILL SEE A RECESSION DUE TO BAD BANKING POLICIES OR TRADE POLICIES THAT AFFLICT AMERICAN GDP NUMBERS.]
As the economy muddles, it is a signal to politicians and investors to pullback even more instead of spending. [EDIT: RECENT REVENUE NUMBERS LOOK BETTER; HOWEVER, STAY SKEPTICAL.]
Furthermore, the trickle down effects politically and behaviorally to the general population is the target since the call to change the constitution of the United States is a need for the controllers of the world want as it is their goal. Finally, economics and statistics is how they operate because when people see a physical target to attack, then actions happen. War of attrition and unanimity are methods they use; maybe not out of accident, but possible out of necessity from an older era of Earth. Whatever the case, due to hidden technological factors, it cannot be dismissed that time travelers or other means of communication and prediction has relegated these individuals into the goal of creating something for a frenemies rather than their own families' portfolios.
*It is the opinion of I, tonyotag, that the constitution needs to change but not the reasons that are cited above for the change as per this blog post. I am personally in favor of changes that would be more representation (more senators and house representatives) in the federal goverment and five years per census instead of the ten that is constitutionally guaranteed as of now.
