*fractional reserve banking can be done with crypto currency with a fiat extension; it is already being done with coinbase's btc backed loans. (asset backed loans.) The dollar amount is dependent on the strength of the trading pair (or of the fiat of the fiat-hard currency pairing, eg btc-usd.)
